The 19-year-old attacker, son of former Blades favourite Tony, will stay at Bramall Lane for an initial month.
Philiskirk, who joined Chelsea's academy from Oldham in 2007, has been a regular for Chelsea's reserves this season and made his league debut for Oxford while on loan in August.
