The 25 year old has penned a two year contract at Bramall Lane following his release from Sunderland this summer.
"Paul is not a big name but he goes about his job in the right way and will do well for us," Warnock told sufc.co.uk.
"We already have a lot of flair in the team and you do need what I call a manager's player - he'll give us a steadying influence in the middle of the park.
"Paul has already fitted in well with the rest of the players - the likes of Tongey [Michael Tonge] and Jags [Phil Jagielka] took him under their wings in Cornwall."
