Windass, who was on loan with the Blades earlier this season, has moved to Bramall Lane on a free transfer.
United have spent weeks trying to convince Boro to let the 33-year-old join, but the Premiership club had hoped to receive a fee.
Windass goes straight into the United squad to play Sheffield Wednesday in Friday's Steel City derby.
