The 36 year old's contract runs out at the end of June and is unlikely to be renewed. Whitlow will link up with Magpies Manager Gary Mills who where playing partners at Filbert Street between 1992 and 1997.
Mills told County's official website: "Mike Whitlow will be my first signing of the summer, I have that one in the bag. Mike is the type of player that is going to help us succeed next season.
"I've had talks with Mike for around a month now, and I am delighted he has decided to team up with Notts County."
